Our final grades on the Health Exchange Report Card reflect the up and down experience in the exchange markets throughout open enrollment. Along the way, many predictions went out the window. Some states started with an A then fell to an F (Maryland), while other states fluctuated with each report card update. Several states surprised us with steady enrollment (and grade) increases. As we look back at 2014 open enrollment, the state of health exchanges also offers some insights as to what 2015 might look like.
